Yes, this is an Erie style boat. Some guys put the bolts in the bottom to attach a V harness like the one you attach to the back of a ski boat for waterskiing. The anchor rope goes through the harness somehow and is supposed to keep the boat pointed in the right direction when anchored. That's about all I know about the eye bolts.
